Overview:

This course will entail a lively examination of the institutions of state and local governments, and the constraints and challenges facing those institutions.  We will consider policy making which occurs at the state and local levels, with a special focus on the crisis-level problems facing urban city governments.  We will also be considering the potentially historic implications for states, cities and municipalities from the Republican effort not only to push powers and responsibilities in the state's direction, but also to build a bigger role for the nation in education.
